The skins are mediocre. The main content in this DLC is the grenade mod that comes with it. Although I really enjoyed using the grenade mod, I feel it is a cash grab to buy this DLC just for the grenade mod. Not worth the money. I recommends getting this DLC together in the GOTY bundle instead. This DLC is included in the GOTY bundle.

I don't see any point in spending money to buy more DLC cosmetics, when the game is already full of them - thousands, probably. The Contraband Sky Rocket Grenade is also only good early game, and requires some skill to learn the shooting curve of it's projectile. It doesn't scale at OP levels either. Because the Collector's Edition Pack only provides purely customization to your character's skin, I wouldn't recommend buying it. It doesn't affect nor change the gameplay in any way, no stats increase, no effects - nothing.

This much money for a good grenade mod and a few skins isn't worth it I got this DLC With the GOTY edition but I wouldn't have gotten it if I had the choice to
