Best deal for if you want to play the DLC's, especially when it is on a usual steep discount.

Absolutely worth it over getting any of the DLC packs individually. The two burial at sea DLCs are a bit short, especially the first one, but in total still provide a pretty good experience and add some really good interconnectivity and closure to the story. They are more focused on narrative than anything else, but still have fun gameplay attached to them. Clash in the clouds, on the other hand, is pure gameplay; it is a great way to try out the gear that was locked away too far into the base game to see much use. Once you have everything unlocked, it becomes more of a sandbox arena fighter if you enjoyed the FPS gameplay of the game.

If you don't have the DLC, then this is easily the best way to get them. The Burial at Sea DLCs are way too expensive individually, and the other stuff isn't worth getting at all, in my opinion. Burial at Sea Episodes One and Two aren't extremely long (a few hours each), but they're not bad either. They experiment with the gameplay formula a little, with Episode Two being more brave about it and making that entire DLC have a heavy stealth-focus with unique mechanics. Episode One is a little meh, but you can still get a few hours of game out of it. Trash Clash in the Clouds is a wave-based arena mode where you unlock upgrades and more arenas through continuous attempts and getting enough cash. Very boring, but it's something to play if you just want pure combat. The Early Bird Special Pack is just some pay-to-win stuff for the base game, you can just toggle the DLC off through Steam if you don't want that stuff. Not a plus or a minus. In short, I'm only really recommending this for the Burial at Sea DLCs, since they're the only ones I feel comfortable enough recommending. Don't buy them for the story though.
