As with all DLC Personas ATLUS releases, there is an element of "pay to win" to them. They generally make an already easy game even easier. They achieve this by having powerful unique skills, powerful Affinities, or for the fact that the first summon of them from the Compendium is free and can be done at any level. (Most of the time, 2 out of the 3 options listed there are true). However, they can be a lot of fun to play with. I don't see it right to demonize players for wanting to use the DLC for this reason. Just be forewarned that they WILL make the game easier. This set of Personas is really interesting. It features the cast of Persona 5 Royal's Personas in their first forms. They are early-to-mid game Personas at their core with Tier 2 attacks (Agilao, Garula, etc.). The rest of their learnset will be familiar to anyone who has played Persona 5, though some are better than others, by either having better skills or a more focused design. Each of these Personas has an exclusive "Drive" passive skill that cannot be inherited by other Personas, which boosts damage of a certain type by 75% and it can stack with other boosts. This is incredibly strong, effectively combining Boost + Amp into one skill while also stacking with them. If you get Boost, Amp, Drive, and Magic Ability on one Persona, you're dealing almost 3x the damage with that element (+175% damage total). However, their base stats are very low, so building them effectively will take time. I think they found a nice balance with these Personas as a result. Zorro is a really good Support Persona who notably has Divine Grace. Milady has both Tetrakarn and Makarakarn at once, which is helpful for Fusion. Cendrillon has an extra unique skill and it can be inherited by other Personas. It's called Vidyaraja's Blessing, and it increases Evasion against Slash/Strike/Pierce skills. In conclusion, this DLC has Personas that are fun, strong, but ultimately balanced by their meager stats. They can become the best Personas for their respective elements if you take the time to build them.

Cendrillon is incredibly busted in this pack. She comes with "Slash Driver" Which increases slash damage by 75% and is innate to her. With the right setup, the Scarlet Havoc Thergy scales off the boost and becomes more powerful than Armageddon by a long shot, to the point of instantly killing the Reaper on Merciless difficulty. Johanna is similarly busted for similar reasons due to "Strike Driver". You'll get use out of the personas in this pack, but they might affect the balance of your game if you use them. That's my only warning.
These things are broken. Their Driver skills may not seem super impactful at first glance to a lot of people, but that is 75% damage boost that stacks with boost and amp skills. These Personas are easily the best in the game at any element their driver skill boosts and it's not even close, they far outpace the Personas in the Royal Persona Set 2 as well. Cendrillon specifically comes to mind because Scarlet Havoc (a slash theurgy capable of dealing high damage even unboosted) can be buffed by kaja skills, crit boosting skills and passives, boosts, amps, and yes, Slash Driver, which means Scarlet Havoc is capable of dealing more damage than Armageddon when you use it on a properly built Cendrillon. This is stupid. It's fun, but it's stupid. TL;DR These Personas are broken, best Personas in the game for whatever element their Driver skill boosts, with Cendrillon being the most broken Persona of them all and one of the best Personas in this game. If you want stupid broken monstrosities on par with the level of balance P5 dlc personas offered, get this pack. It also helps that all the Personas here look awesome as hell.

These DLC take over a lot of the fusion so I can't fuse as many personas I want thanks to these.
Let me start by saying that these should be included in the base game without charging people extra but a company is guna company am I right? That is not why I am leaving a negative review though. My main issue with these extra Persona from other title's is the fact that they are all at a certain level from lvl 28 too 48, 89 ect ect. In my opinion they should all be lvl 1 and level them up like normal while playing. I'm character level 28 now and I'm just barely summoning some of the DLC personas, still so may that I refuse too summon at the moment as they are higher lvl then my character lvl and I would destroy every single enemy and boss I face and that would make the entire game just boring af and pointless. Next time, if there ever is a Persona 4, Persona 1 or Persona 2 Remake, and if there are DLC Persona for those at least make them all lvl 1 so it doesn't make the game boring.
Shouldn't have to pay for DLC that is already out before day 1.
